Australian electrical safety compliance assessment is the responsibility of the local government. Each competent authority uniformly adopts the Reciprocal Approval Scheme of the Electrical Appliances Safety Act 1945. This framework divides electrical products into Declared and Non-Announced (Non -declared) two major categories. The announced products must meet the relevant Australian safety standards and obtain relevant certifications from state authorities; non-advertised electrical and electronic equipment can be sold directly without certification, but retailers, manufacturers and importers must ensure the safety of such electrical.
Australia's EMC requirements use the self-declaration method of the EMC framework (1992 Infinite Telecommunications Act). Electrical products regulated in this framework can meet both electrical safety and electromagnetic compatibility requirements, and can apply for regulatory compliance mark (RCM).

Fourth, C-Tick certification instructions
Australia's EMC system divides products into three levels. Before selling level two and level three products, suppliers must apply for the use of the C-Tick mark with the ACA registration.
Level 1 products: Products with low interference radiation to equipment using wireless spectrum, such as manual switches, simple relays, unidirectional squirrel-cage induction motors, resistors, etc. Suppliers of Level 1 products must sign a declaration of conformity and provide a product description, and products can voluntarily apply for the C-Tick mark. However, after the supplier chooses to use the mark, he must provide a declaration of conformity and a product description. A compliance record is also provided to prove that the products described in the declaration have complied with the relevant EMC standards. The test location is not required and internal testing is allowed.
Level 2 products: Products with high interference radiation to equipment using wireless spectrum, such as switching power supplies, welding machines, dimmers, and most household appliances. In addition to signing the declaration of conformity and providing a product description, the supplier must also provide a test report of relevant standards. If there is no relevant standard, it is necessary to provide technical structure documents. The test site does not make requirements and allows internal testing.
Level 3 product: refers to products that have high interference radiation to equipment using wireless spectrum, that is, products covered by CISPR11 and CISPR22. From November 7, 2003, the terminal products will be classified into level two products. In addition to signing the declaration of conformity and providing a product description, the supplier must also provide a test report issued by an accredited testing institution, and also issue a quality management system certificate issued by a QSM certification body.
