First, Japan PSE certification profile
PSE is a compulsory safety certification in Japan. From April 1, 2001, the "Electrical Device and Material Control Act (DENTORL)" has been officially renamed as "Electrical Product Safety Act (DENAN)" to prove that electrical and electronic products have passed Japan. Electrical and material safety law (DENAN Law) or international IEC standard safety standard test; 498 kinds of products entering the Japanese market must pass safety certification.
【Note: 165 types of A products should obtain the diamond-shaped PSE mark, and 333 types of B products should obtain the circular PSE mark.】

Third, Japan PSE certification notice
The mobile phone charger is a Class A product according to this regulation. The Class A product must be tested by a laboratory authorized by the Japanese government and managed by METI. Such laboratories such as: JQA, LET, UL Apex, laboratories other than Japan such as UL are also authorized laboratories for this type of product (according to battery chargers and AC adapters). China currently does not have a Japanese authorized laboratory.
Therefore, an enterprise applying for PSE certification should first select a laboratory authorized by Japan and obtain a test report issued by the laboratory to prove that the product meets Japanese technical requirements.
Japan has two sets of technical requirements for battery chargers. Applicants can choose any method:
The first method is very traditional Japanese technical requirements;
The second way is to harmonize technical requirements with IEC60950.
It is recommended that domestic applicants choose the second method. Under this method, since both China and Japan are members of the IECEE-CB, the applicant can obtain the CB report at the Chinese CQC first, and then apply to the Japanese laboratory for the CB report. If the first method is used, the CB report cannot be accepted.
If the product is designed in accordance with the second method, that is, in accordance with the IEC60950 standard, all safety components of the preliminary circuit, such as capacitors and thermal releases, must comply with international IEC standards. If the product is designed to meet the first method, that is, designed to comply with Japanese national standards, all these safety parts of the primary circuit must comply with Japanese national standards. It should be noted that if the first method is selected, the CB report will not be accepted. It is also not allowed to mix the first method with the second method.
Special note: Although Japan is a member of the CB, the CB report can only be used as a reference in general. If the CB does the deviation test in Japan, the CB can be directly transferred to certification, and the certification cycle is about 3 weeks.
Fourth, Japan PSE certification factory inspection
The PSE will perform a factory inspection (checking for related test equipment and its applicability) without follow-up inspection. Due to the different cooperation targets of various certification bodies in China, the organizations responsible for auditing in Chinese factories are different. For example, JQA cooperates with China Import and Export Inspection and Quarantine Bureau.
