SRRC is the State Radio Regulatory Commission of the People ’s Republic of China


Since June 1, 1999, the Ministry of Information Industry (MII) has mandated that all radio module products sold and used in China must obtain a Radio Type Approval Certification. China's State Radio Monitoring Center (SRMC), formerly known as the State Radio Regulation Committee (SRRC), is the authority currently authorized by China's Weiyi to test and certify radio model approval requirements.



At present, China has established special frequency ranges for different types of radio transmitting equipment, and not all frequencies can be legally used in China. In other words, all radio transmitting equipment sold or used in its territory will specify different frequencies. In accordance with the “Administrative Regulations on Imported Radio Transmission Equipment” and “Administrative Regulations on Production of Radio Transmission Equipment”, in order to strengthen the management of imported and production radio transmission equipment, any radio transmission equipment exported to the People ’s Republic of China or within the territory of the People ’s Republic of China All radio transmission equipment produced (including trial production) must hold a Radio Transmission Equipment Type Approval Certificate issued by the State Radio Regulation Committee (SRRC) after its type approval has been approved. The type approval code (CMIITID) must be marked on the label of the factory equipment to be sold on the market. In addition, applicants must pay attention to the specified scope of certain radio transmitting equipment. Not only must they apply for "radio type approval certification", they must also apply for China Compulsory Certification (CCC) and / or Network Entry Permit (MII) approval.

Radio transmission equipment type approval inspection requirements


1. Inspection basis and reference standard for radio transmission equipment type approval testing


2. The type of equipment under test shall have test procedures, methods, standards, conditions, test connection block diagrams, special test accessories, and recent test reports (copies or copies may be used);


3. If the transmitting port of the device under test belongs to a non-standard interface, you need to provide the text or chart basis for the test equipment test connection cable and the cable attenuation value stamped with the company seal;


4. If necessary, the applicant must send engineering and technical personnel to cooperate with the test;


5. If one of the equipment submitted by the applicant is unqualified after being inspected, the second sampling or resending of the prototype is allowed to be re-inspected. If there are more than two (including two) unqualified samples after inspection, Then the second sampling is not performed and the product is judged to be unqualified; if after the second inspection, there are still more than one unqualified, it is judged to be unqualified;



Signing of radio transmission equipment type approval inspection agreement


1. The "National Radio Spectrum Monitoring and Inspection Center Radio Equipment Testing Agreement" can only be signed on the premise that the applicant / agent application unit has submitted the inspection data and sample testing requirements for the type approval of the radio transmitting equipment;


2. The "National Radio Spectrum Monitoring and Inspection Center Radio Equipment Testing Agreement" must be signed by both the applicant and the operator of the applicant unit to sign the agreement;


3. The "National Radio Spectrum Monitoring and Inspection Center Radio Equipment Testing Agreement" is calculated from the date of signing. The inspection time of the model-approved prototype is normally completed within 20 working days, and the acceleration is completed within 5 working days (including the inspection report). );


4. When signing the "National Radio Spectrum Monitoring and Inspection Center Radio Equipment Testing Agreement", you can choose normal or urgent (fast) testing services.


5. Except for special circumstances that meet the above conditions and still do not have the conditions for type approval inspection (test) and force majeure.



Radio transmitting equipment type approval application procedure


01 Application Procedure


To apply for approval of radio transmitting equipment, the following materials should be submitted:


1. The sponsor submits the original or photocopy of the “Approved Radio Transmission Equipment Model Application Form” and “Device Testing Information Registration Form” that have been completed and stamped with the official seal of the applicant (equipment manufacturer); "Authorization of Approval of Radio Transmission Equipment Model"


2. Submit a copy of the “Business Legal Person Business License” of the applicant (including the agency applicant).


3. Submit the technical specification (including software and hardware version numbers) and user manual of the bidding equipment model;


4. Submit the circuit diagram and block diagram of the device under test.


5. Submit three sets or electronic versions of color photos printed on A4 paper. The photos should include the samples tested:


(1) overall photo;


(2) frontal view;


(3) Side view (including launch port, interface, etc.);


(4) Rear view (including launch port, interface, etc.);


6. Photo of the internal circuit board of the equipment under test.


7. The nameplate (label) of the equipment under test; the name of the equipment (apparatus manufacturer), equipment serial number, and approval code CMIIT ID must be clearly displayed on the nameplate (label): the lower part of the appearance of the photo must also indicate Inspection equipment structure size.


The domestic application unit or the agency application unit entrusted by it shall submit an application to the radio regulatory agency of the province, autonomous region, or municipality directly under the Central Government.


The radio management agencies of provinces, autonomous regions and municipalities directly under the Central Government shall complete the preliminary examination within 20 working days from the date of acceptance of the application. If the preliminary examination does not agree, the application materials shall be returned to the applicant. If approved at the preliminary examination, the application materials shall be submitted to the Radio Administration Bureau of the Ministry of Information Industry.

Acceptance, review and decision procedures


(1) The Radio Administration Bureau of the Ministry of Information Industry shall review the application materials received. If the application materials are incomplete or do not conform to the legal form, the applicant shall be informed on the spot or within one workday of the materials that need to be corrected at one time. If the application materials are complete and conform to the legal form, or if the applicant submits all supplementary materials in accordance with the requirements, they shall be accepted and the applicant shall be notified in writing. If it is not accepted, the applicant shall be notified in writing.


(2) The Radio Management Bureau of the Ministry of Information Industry shall make a decision on approval or disapproval of the type approval application within 20 working days from the date of acceptance. Where approval is granted, the Radio Transmission Equipment Type Approval Certificate shall be issued; if it is not approved, the applicant shall be notified in writing and the reasons shall be explained.



Notes for applying for SRRC certification


1. If the applicant applies for SRRC certification without an ISO quality system certificate, please add a description of the quality system to the company introduction of the applicant, which mainly includes the following points:


1) The company has not obtained the IS0 quality system certificate;


2) How to manage the quality of the current product, briefly explain;


3) Guarantee the consistency of product quality.


The above is included in the company's introduction rather than drafting a separate document. This company introduction needs to have the company seal and provide the original.


2. If the company name is inconsistent with the equipment brand, a copy of the registration certificate of the brand or the original authorization letter from the brand owner to the applicant enterprise is required. If the business name is consistent with the brand, this file is not required.


3. In the type approval, the problem of the device antenna is a problem that is often encountered. In principle, the requirements of the SRMC for the antenna are fixed with the device and cannot be disassembled, which is called one, because the actual emission of the device after the antenna is changed. The parameters will change. However, in actual equipment, many antennas are replaceable. For this reason, the SRMC adapts to using a non-standard universal interface as an integrated antenna. For example, if the antenna uses an SMA interface, it will be regarded as a non-integrated antenna and will not be changed. The test passes, but the R-SMA antenna interface can be regarded as an integrated antenna by SRRC, and the test will be OK. For specific questions, please contact us.


4. If the same equipment is applied for SRRC approval of different brands or models at the same time, each model must be applied for and paid separately.



Key issues:


If the application unit for SRRC certification is an enterprise in mainland China (except Guangdong), the company applies for an approved model machine (except TD system, including TD-SCDMA or TD-LTE), which needs to be reported in the approval test (as long as it is authorized) The reports issued by the testing organizations are acceptable) After the completion, submit the relevant paper materials such as reports and application forms to the local non-committee for approval in the place where the application unit is located.
